DESCRIPTION
When using the "Hold down middle mouse button and move mouse to scroll" option
and trying to orbit a camera in apps like blender(orbiting camera),
tinkercad(panning), etc when trying to trigger those movements the mouse gets
locked to one axis for example blender it only rotates in the axis that it
starts from and in tinkercad it zooms rather then pans

STEPS TO REPRODUCE
1. Turn on the setting
2. Open up blender, tinkercad or any app that uses dual axis middle mouse
button navigation
3. Notice how it locks to one axis

OBSERVED RESULT
Dual axis movement gets locked to one axis or in some cases it causes a
different movement to happen entirely(tinkercad used as an example)

EXPECTED RESULT
Dual axis movement to work fine like it does when the setting is off whilst
retaining the ability to scroll with it

terminal window):
KDE Plasma 6.6.5
KDE Frameworks Version 6.26.0
Qt Version 6.11.1 built against 6.11.0

ADDITIONAL INFORMATION
I've noticed after a few seconds the lock disappears and becomes the same as if
the settings were off but my testing is limited and I can't think of other apps
that do this
