DESCRIPTION
I would like keyboard settings to be automatically detected from
/etc/vconsole.conf if there aren't any other indicators of what the keyboard
settings should be. This is partially useful for non-systemd distros that can't
use localectl to set language, timezone, keyboard, etc settings. localectl
settings seem to already be read by systemsettings by default (at least on
Arch).
STEPS TO REPRODUCE
1. Install a non-systemd distro and setup minimal system
2. Modify /etc/vconsole.conf
3. Install Plasma-related components
4. Boot into plasma
5. Had to into plasma settings, enable keyboard layouts and add the desired
layout manually.
OBSERVED RESULT
US keyboard layout is used by default, rather than falling back to
/etc/vconsole.conf
EXPECTED RESULT
Keyboard layout should be detected by /etc/vconsole.conf
