battery tooltip blink. this is an example, my own widget's tooltip also blink
like this

DESCRIPTION
I'm writing a plugin show infomation in widget's hover tooltip. however, the
widget's tooltip hover blink when you first hover mouse over it. (and later, if
the content of the tooltip changes, the tooltip will blink again at the first
time you hover it)
this is very annoying and can reproduce in official battery widget.
STEPS TO REPRODUCE
1. restart plasma shell using `plasmashell --replace`. this is required since
the battery widget's tooltip only blink in the first time you hover it.
2. move cursor over battery widget
3. note the tooltip blink
OBSERVED RESULT
the tooltip blink once
EXPECTED RESULT
the tooltip is stable
