Again: not everyone needs their display to be color managed at all times, and
even color managed workflows allow for adjustment (e. g. all image editors). 
Adjusting colors on top of an ICC profile is a perfectly normal thing to do. 
And what's someone to do if they don't have an ICC profile for their monitor,
or the profile is way off and they do not have the equipment or skills to
re-profile it?

The fact that so many apps and drivers offer such options is to my mind an
indication that there are needs for them.
