The layer is the correct size, only the canvas is still as small as it was.
Since it works on layers, it doesn't know that you're scaling up all layers on
the image and that you'd want the image to be 2x bigger (because sometimes
maybe you'd only want to upscale a layer that covers only a small part of the
canvas; for example a tree or a character).

To adjust the canvas size, go to Image -> Trim to Current Layer.

I converted it to a wishlist item, but I'm not sure how to implement that since
G'MIC is more of a separate entity that we just use for those operations
(that's why we can't have Filter Layers with G'MIC filters, too), and since
it's fixable with one click, it's sort of a low priority, too.
