My bad I understand now why the template is missing and that I made a mistake.
 I was thinking about the "Info Center", like looking about the information
about the system.
I forget a Help Center even existed.
I just turned one the dark mode for testing and you are right, the Help Center,
only the left navigation panel is in dark mode, the right, one, for the
content, which is also as expected, the bigger one, is still in light mode,
which is unexpected and I consider it a bug, so I'm confirming this.
I also think that is the only KDE developed program that doesn't follow the
system's light | dark mode.

I see that, unlike other KDE and Qt programs in general, is also not
remembering its maximized state before closing, no matter how many times you
maximize it and close it, which is the same problem many other programs had,
which I reported as part of my work to track all KDE programs that have this
problem:
