Gemini (Pro) also suggested that as a possible reason.  For whatever its 
worth, I am using Bitdefender.

Also, per Gemini, "Be aware that disabling Smart App Control in Windows 
11 Pro 25H2 is a one-way operation. Once turned off, the only way to 
re-enable it is to perform a clean installation of the operating system."
