STEPS TO REPRODUCE
1. Attach a video that confirms what a dev said.
2. Try to mark the issue as "RESOLVED" from there.

OBSERVED RESULT
The option is not there, which made me have to make two changes, which means
that I sent emails two times.

EXPECTED RESULT
Being able to mark the bug as "RESOLVED" from the attachment page.
