DESCRIPTION
Discover continues to suggest updates for masked Flatpak packages. This is an
issue for me, because I have a Bitwig 5 license that doesn't apply to any newer
versions. I used `flatpak mask` to block any updates to 6.0 or above, but
Discover still offers to update it regardless, so I have to uncheck it every
time. I use it instead of `flatpak update`

STEPS TO REPRODUCE
1. Filter out any Flatpak app using `flatpak mask`
2. Wait for an update (optional if the package is already on an older version)

OBSERVED RESULT
The masked app still appears as a pending update in Discover

EXPECTED RESULT
The masked app should not appear as a pending update in Discover

ADDITIONAL INFORMATION
I'm aware of how similar this is to #444839, but the rationale is different. As
I previously stated, there are apps on Flathub that require a license to
function. If your license only covers a specific version, updating can be
actively detrimental to the user, requiring a manual downgrade, and honestly
I'm not even sure how long a specific commit stays on Flathub's servers? It's
IMO a behaviour that can cause people headaches, especially if proprietary paid
apps continue to be published on there.
