**Problem Description:**
The Logitech Wave Keys keyboard (with Logi Bolt receiver, ID 046d:c548) does
not work correctly in Wayland. Function keys (volume, brightness, etc.) work
fine, but normal keys (N, M, etc.) are not translated into characters.
**Steps to Reproduce:**
1. Connect the Logi Bolt receiver (046d:c548) to a USB port.
2. Log in to KDE Neon with Wayland.
3. Try typing with the Logitech Wave Keys keyboard.
4. Observe that normal keys do not work, but function keys do.
**Additional Information:**
- The keyboard works correctly in X11 (Plasma (X11)).
- The issue is specific to Wayland.
