DESCRIPTION
No characters appear while holding shift and typing in the Username field.

STEPS TO REPRODUCE
1. Click Add New to create a new user
2. Attempt to type in the Username field while holding Shift or with Caps Lock
on

OBSERVED RESULT
No characters are entered

EXPECTED RESULT
Characters are entered.

POTENTIAL SOLUTIONS
1. Ignore case in this field and enter the characters anyway
2. Show a warning if the user has caps lock on (like the login screen does) or
is holding shift

POTENTIAL HELPER
Have a note near the Username field explaining that usernames must be
lower-case with a "i" icon next to it (like in many other System Settings
pages) that shows why this is the case in a tooltip.
