This is how Gwenview works; at under 400% zoom level, it smooths out the
images. At 400% and above, it assumes if you've gone so far, you care about
seeing the exact pixels, so it shows them to you.

Side note:

As requested, this is actually impossible. Imagine you zoom to 101%. Have the
pixels on your screen become 1% larger? No. So the software will have to do
some interpolation and smoothing to show you the image no matter what.
