TLDR: You are screaming at the wrong guys, you should be asking the Wallpaper
Engine team for a port.

I think there's some miss understanding KDE is a Desktop Environment as far as
a I'm aware they would only need to support wayland and maybe x11 (if they want
to) not: "every popular display manager", also display manager and  window
managers are entirely different things in Linux not sure if they mean support
for every login manager.  "Vendor support"  is there, in the documentation
which is free and open source and even if they needed support, the ones that 
need to open that conversation is the Wallpaper Engine team which the won't as
per you own link:

support for Linux or Mac OS at this time. If you take a look at the Steam
hardware survey , you can see that less than 1% of Steam users use Linux. And
again, this is split up even further into different distributions of Linux,
mostly Ubuntu which comes in at a mere 0.25% of users." . 

Which should already tell you that they won't look into this as the next
statement:  "Yet we are always keeping a close eye on the official Steam
statistics and if the situation on Steam changes we are definitely open to look
into figuring out how we could support more platforms in the future if it
becomes viable."  is false as the percentage of Linux users is much larger now
which tells you they haven't even given the thought to give Linux support.
