Broken display settings
STEPS TO REPRODUCE (case 1)
1. plug in dock and monitor
2. start a plasma wayland session
OBSERVED RESULT (case 1)
KDE Plasma will not visibly start

Plasma will freeze or become extremely laggy until unplugged from the dock.
Additionally, I found a way to get plasma to be usable on the built in display
while in this broken state is to be in a TTY while plugging in the dock and
then moving back to plasma:

running `kscreen-doctor output.DP-3.enable` returns this cryptic error:
