DESCRIPTION
Notifications do not move when the panel is hidden and then shown while the
notification is present
STEPS TO REPRODUCE
1. Set panel to auto hide
2. An app produces a notification
3. Bring up the panel with mouse movement or hotkey
OBSERVED RESULT
Notification covers panel
EXPECTED RESULT
Notification window should move
