You need to return your system to a good known state. If you need assistance with that, please reach out on the forums (discuss.kde.org) or your distro's support. Masking plasma-powerdevil makes the power profile functionality not work (System Settings - Power Management). It is normal for PowerDevil to be listed in systemd-inhibit --list. That's what allows it to make a system sleep or power down according to settings. To adjust those settings, the supported way is through System Settings. You can set it so your PC never sleeps or shuts down there. As with the other report, we'll need some system logs to find out what's preventing Plasma from shutting down when you click Shut Down. First, click the Shut Down button to reproduce the bug. Then, restart the laptop. Run this in a terminal after the reboot.
