Let's not quite close it immediately.

It's not immediately obvious that having the badge disappear after launching
would depend on recent file tracking being enabled.

For launching things outside of one instance of kickoff (or one of the other
launchers that use the same backend), I don't think we can reasonably get it to
work. But I think it should be able to remove the mark in that instance of
kickoff when you launch something from it, and that would be recognized by
other launchers using the backend (if someone has more than one launcher) when
Plasma restarts, rather than only after the three-day timeout. It would leave
only the case of launching something from a terminal/krunner/immediately
pinning it to a taskmanager etc. It would significantly cut down the situations
where this issue might occur.

I'm not sure why it doesn't do this, and there might be a reason why that
wouldn't be a good ida. But we could at least consider it. I'm going to reduce 
the importance/severity though, as it's a minor issue, and people who don't
want tracking of recent applications (usually for privacy purposes) also don't
want tracking of recently installed files in the first place.
