I can reproduce - this issue manifests most prominently for me as stuttering in the animations for Plasma panel pop-ups (Application Launcher, system tray, etc.) that are triggered while Firefox is the focused window. While as you say, the actual underlying issue seems to be with inefficiency in Firefox (and similar applications), perhaps there's something that could be done on the KWin side to make the frame rate more "resilient" to those bursts of CPU usage?
