Home menu with two active windows, without any ability to close a single app or
window from it

DESCRIPTION
Opening any desktop app (i.e. Desktop version of System Settings) that can be
only closed with close button on window titlebar (no close button in-app),
makes it difficult or impossible to close the app directly.

Note: Using "Clear all apps" button would close all apps, this scenario
requires closing at least active app.

STEPS TO REPRODUCE
1. Open any desktop app that does not contain any action button that would
allow the user to close the window (i.e. Desktop version of System Settings).

OBSERVED RESULT
Desktop version of System Settings cannot be closed directly.

EXPECTED RESULT
There should be an option to quit (or force quit) the app directly.

ADDITIONAL INFORMATION
Steam Deck in Big Picture mode does provide a menu for interacting with active
game. In this case, Home menu could have an action to close or terminate a
currently active window or app.
