After some experimenting from the command line, I can manage to get what seems
to be a completed update.  Discover reports "Up To Date".  BUT the Plasma
desktop doesn't start by itself on boot, I have to log into the TTY and execute 

XDG_SESSION_TYPE=wayland dbus-run-session startplasma-wayland

then Plasma starts and behaves normally from there. 

Here's what I did from a terminal

sudo pkcon refresh
sudo pkcon update google-chrome-stable
sudo pkcon update firefox
sudo pkcon update neon-desktop

The updates to Chrome and Firefox were experiments/tests.  After they seemed to
work, the update to neon-desktop removed, updated, and/or installed a large
number of packages.  The update completed successfully.  

I can't be sure if the improvement was due to the sequence/order of commands I
entered, or if something has changed on the distro end.  But whatever, now my
system shows it's fully up to date, everything works except that the Plasma
desktop has to be started manually on a restart.
