Issue in Dolphin
STEPS TO REPRODUCE
Drag an item around, then drag over Places.
OBSERVED RESULT
The framerate goes from 60FPS into 20FPS.
EXPECTED RESULT
It shouldn't cause the dragging to stutter since it's not doing anything
extraordinary.
