Hello,

I don't know if it's relevant, but I have noticed that the login screen (in my
case, it's plasma-login), doesn't use a wallpaper if it is stocked in another
partition than the / or /home/ one.

I tested by linking a Pics/ folder from a NTFS drive (mounted in /etc/fstab),
and it failed.
I tested by linking a Pics/ folder from a ext4 drive (mounted in /etc/fstab),
and it failed.
I then copied the same folder in my home/, and the wallpaper was successfully
applied at the login screen.

I think that the plasma settings manager should do a check and refuse users to
choose wallpapers that are in another disk than /home or / .
