I tested by linking a Pics/ folder from a NTFS drive (mounted in /etc/fstab), and it failed. I tested by linking a Pics/ folder from a ext4 drive (mounted in /etc/fstab), and it failed. I then copied the same folder in my home/, and the wallpaper was successfully applied at the login screen.
