Removing the Discover Snap backend fixed this issue for me aswell, don't know
if this is a permanent fix or temporary. If anything changes I will comment.
Something to note is I never enabled Snap, when I tried to enable it then
disable it in Discover it wouldn't let me enable it or disable it.
Command to remove snap backend "sudo dnf remove plasma-discover-snap"
