DESCRIPTION

Kate's language definition name and theme name not following the application's
locale

STEPS TO REPRODUCE

1. Make sure the system local is NOT English and the locale is supported by KDE
Framework (e.g. Spanish, Japanese, Chinese, etc).
2. Open Kate, use KXMLGUI's language selector dialog and set the application
language to English, then quit Kate
3. Open Kate again, click on the right-down corner to bring up the language
selector popup.
4. Open Kate's settings dialog, click on Theme page, and look at the list of
names in the drop down.

OBSERVED RESULT

At step 3 and 4. Both names will not using its English translation, but using
the system-locale's translation.

EXPECTED RESULT

It should use English if we set the application language to English.

Operating System: Can be reproduced on both Windows 11 and macOS (NOT Linux)
