DESCRIPTION
When the pad ring is set up to act as a scroll wheel, the scroll distance is so
big that it is useless.
The user can barely touch the ring before it scrolls many times.
This practically makes it useless for:
* Scrolling up/down/left/right in any scrollable GUI area (like lists, text,
image viewers, etc.).
* Zooming in/out in any zoomable area or object (adjusting text size, zooming
geomaps, zooming in/out in images, etc.).
STEPS TO REPRODUCE
1. System Settings > Drawing Tablet > Pad > Pad ring 1: > 1 > Act as scroll
wheel.
2. Use the ring to scroll in any scrollable container.
OBSERVED RESULT
The user can barely touch the ring before the content is scrolled many times.
EXPECTED RESULT
The content is scrolled the same distance as one scroll wheel "click" on a
mouse.

This has never been a problem under X11.
