I wanted to isolate the bug, so I ran a clean install and started migrating
settings. The bug appears to be tied to enabling the Fcitx5 module. This occurs
both for the normal "Fcitx 5" module, and the "Fcitx 5 Wayland Launcher
(Experimental)." This might be a bug in the keyboard system not kwin itself?

Setting it back to "None" instantly resolves the issue at the expense of losing
IME.

As I'm testing on KDE Neon, the following fcitx5 build versions apply.
