I have: Oracle Linux 9.7 Windows LTSC 2019 iOS 17 iPhone Android 14 macOS all pair initially. after restarting, these combinations persist (are seen and displayed online): linux+windows linux+android ios+android ios+linux android+windows android+mac mac+windows but the most important I need, iOS+windows= never reconnects again. sometimes it would show again in iOS under discovered devices - tap to start pairing.
