Not sure there's anything practical we can do for this. The icon we use is what
it is; if we made four icons, one pointing in each direction, and introduced
the expectation that it always points at the panel, this would introduce
multiple sources of complexity and potential bugs. For example:
1. It would be broken for all 3rd-party icon themes that don't have the new
icons, unless we used the semantically incorrect arrow icons, which would look
visually correct in the Breeze icon theme, but might look visually incorrect in
other icon themes
2. If the icon pointed in other directions, it would be less obvious  that it
was a minimize icon, unless 
3. What would the notification widget do if there were multiple panels?
4. We'd need to change the minimize icon for windows, which is currently not an
icon, and just a custom-painted arrow. Which doubles the complexity

The complexity and potential bugginess here makes the project basically
infeasible with the available resources, sorry.
