DESCRIPTION
On Icons-Only Task Manager, you can't drag a running app's icon in between your
pinned icons. Pinned apps and running-but-not-pinned apps seem to be kept as
two separate lists internally, and dragging only works within each list, not
across them. The regular Task Manager widget has a "Keep Launchers Separate"
checkbox that controls exactly this, but that option just isn't there on the
Icons-Only version.

STEPS TO REPRODUCE
1. Add Icons-Only Task Manager to a panel.
2. Pin a few apps to it, say Firefox, Konsole, Dolphin.
3. Open something you haven't pinned, like VSCodium and mpv, so it shows up
next to the pinned icons.
4. Try dragging that VSCodium icon in between two of the pinned ones.

OBSERVED RESULT
It won't go there. You can drag it around among other running apps (between
VSCodium and mpv), and you can drag pinned icons around among each other
(Firefox and Konsole), but you can't mix the two by dragging.

EXPECTED RESULT
Should be able to drag any icon anywhere, pinned or not, same as on the normal
Task Manager once you uncheck "Keep Launchers Separate." Icons-Only Task
Manager just needs that same setting (or the same underlying behavior) exposed
somewhere in its config.

ADDITIONAL INFORMATION
Checked Configure Icons-Only Task Manager under both Appearance and Behavior,
there's genuinely no "Keep Launchers Separate" option anywhere, unlike the
regular Task Manager which has it right there under Behavior. Seems like it
just never got added to the icons-only variant, even though it's presumably
using the same task/launcher logic underneath. Would be nice to have it since
icons-only is the more common compact panel setup for people who want more
taskbar space.
