Bug #483285 requests Kate adhering to the system theme and its light/dark
switching, which can be controlled manually, via time of day, position of the
sun, and I via (q)dbus too. So then it would be scriptable and (hence even if
there is no direct shortcut) support (global) shortcuts too.

Would that resolve this?
Or is there a use case for doing that separately from the rest of the system?

There is  also the feature of setting different themes for different file
formats, if that is the deciding factor for your use case.
