With Kate, it was always the case that "we stop at last existing line". I've checked against older version of KDE/Plasma/Kate - 6.3.3, 24.12.3 to confirm. VSCode draws the line for the full height of the window, not just the text, so I must have mixed those two. I understand the confusion I made because my screenshot is bad for containing only a single line and not really being able to show the problem. I have no better screenshot to show but in the end I had to use VSCode to format my block of text to 80 characters per line because there was no line visible in Kate... and I tried to play with the options with no success.
