Note that the same issue happens if you hover over (for example) an application icon in the task bar and lift the pen up so that the cursor disappears while it is still over the icon. IE the task bar will show the application icon as highlighted and the pop up will show and it won't go away until you do some cursor movement massaging. So I guess in this case the task bar doesn't handle the "leave event" properly from tablet cursor.
