I don't see anything in the release notes, but it may be down to the
configuration of the distro.
According to
https://us.download.nvidia.com/XFree86/Linux-x86_64/580.142/README/dynamicpowermanagement.html,
Nvidia only enables power management by default in Ampere (aka 3000 series) and
newer.
