Left side: regular desktop, shown with the panel being on the top. Right side:
tiling editor opened, with the "panel space" being on the bottom, instead of on
the top.
DESCRIPTION
When the panel is not located at the bottom (eg. on the top of the screen), the
tiling editor does not take that fact into account, as shown in the screenshot.
STEPS TO REPRODUCE
1. Move the panel to the top of the screen
2. Open the Tiling editor
3. Notice that the "panel empty space" is located at the bottom

Reserved space for panel shown in the incorrect place

Reserved space for panel shown in the correct place
