### Summary
The Touchpad KCM does not detect any configuration changes. The **Apply**
button always remains disabled, making it impossible to save any touchpad
setting.

### Steps to Reproduce
1. Log into a Plasma X11 session.
2. Open **System Settings → Mouse & Touchpad → Touchpad**.
3. Change any setting, for example:
* Enable/disable **Tap-to-click**
* Enable/disable **Disable touchpad when mouse is connected**
* Change pointer speed
4. Observe the **Apply** button.

### Expected Result
The **Apply** button should become enabled after a setting is modified,
allowing the new configuration to be saved.

### Actual Result
The **Apply** button never becomes enabled.
No touchpad setting can be saved.
The option **"Disable touchpad when mouse is connected"** does not work because
the configuration cannot be applied.
No `~/.config/touchpadxlibinputrc` file is created.

shows the same behavior: the **Apply** button never becomes enabled after
modifying any setting.

This appears similar to Bug 449843 ("Can't save any configuration any more
because 'Apply' button isn't activated after changing anything"), but
reproducible on:

I do not know whether this is a regression of the previous issue or a new one.
