DESCRIPTION

When trying to turn on the hotspot a popup comes up asking for the password for
it as if it's connecting to it itself. That's weird because the point is that
_other_ devices should ask for the password, not the phone itself.

STEPS TO REPRODUCE
1. Turn on the hotspot from quicksettings.
2. Wait for a dialog to come up.
3. Enter an incorrect (or empty) password.
4. Notice the hotspot is not turned on.
5. Turn the hotspot on again and wait for the dialog.
6. Enter the password configured for the hotspot.
7. Notice the hotspot is now turned on.

OBSERVED RESULT
Turning on the hotspot requires the user to enter the hotspot password on the
phone itself.

EXPECTED RESULT
It should not ask for the password. For one because it doesn't need to connect
itself, secondly because it already knows it.
