SOLVED (sort of)

After seeing the prior post mention a USB wheel contributing to the issue I
decided to unplug all of my USB devices and reboot after reconnecting each one,
testing with lsusb inbetween.
I won't post each lsusb response because systemsettings working after the first
attempt and continues to work now after reconnecting all USB devices.
The only difference noted (by a real saint in the Bazzite Discord) was that my
fspaste listed a Nintendo controller connected via USB when my lsusb results
did not. All we can figure is that an error somewhere created a phantom
nintendo controller that doesn't exist and somehow borked my ability to open
systemsettings, and resetting all of my USB port connections one by one was the
main fix.

No nintendo controller listed. I do not use a nintendo controller with my PC.
The phantom nintendo controller has been dispelled and everything is working as
expected now.
