KWin/Plasma: 6.7.2 (broken) vs 6.6.4 (confirmed working)
Kernel: tested both 7.1.3 and 6.19.10 — bug present on both, kernel ruled out
Mesa: tested both 26.1.4 and 26.0.3 — bug present on both, Mesa ruled out

Fresh Fedora 44 update pulling in Plasma 6.7.2 (from 6.6.4)
Connect external monitor via HDMI
Drag any window
visible stutter/jitter

# Expected result: Smooth compositing, no GL/framebuffer errors, as seen on
6.6.4 with identical hardware/kernel/Mesa.
# Isolation performed: Downgraded kernel alone and bug persisted, then
downgraded Mesa alone and bug persisted. Downgraded KWin/Plasma stack alone
(kwin, kwin-common, kwin-libs, libplasma, plasma-workspace,
plasma-workspace-libs, kwayland, kf6-kwindowsystem, qt6-qtwayland) and bug
resolved.
