Smith <[email protected]> --- Turns out problem was - Using KDEneon - they added a second place in System Settings to set the login wallpaper, under Security & Privacy for some reason. So now there are TWO disparate locations where login wallpaper can be chosen - under "Appearance & Style" if you're using SDDM, or under "Security & Privacy" if you're using Plasma Login Manager (PLM).
