I have the same issue, Duplex options greyed out in Okular and Kate (they are
using the same dialog), but I can print duplex fine from LibreOffice Writer.

Environment:
*Nobara 44 (fresh installation)
*KDE Plasma 6.7.2
*Qt 6.11.1
*Wayland
*Brother DCP-L5660DN
*Driverless IPP Everywhere (IPPS)

Observed behavior:
*Okular, Kate and Evince disable all printer-specific properties.
*Duplex cannot be selected.
*"Printer Properties" / "Advanced" are disabled.
*Printer defaults are ignored.
*Printer prints simplex even though the queue default is DuplexNoTumble.

Evidence:
lpoptions -l exposes:
*Duplex: None DuplexNoTumble DuplexTumble
*Generated PPD contains duplex definitions.
*lp -o sides=two-sided-long-edge prints duplex correctly.
*LibreOffice prins duplex correctly.

lpoptions confirms:
*Duplex=DuplexNoTumble
*Applications using the common print dialog still print single-sided.
