My monitor runs at 4k 240hz set at 125% fractional scale. It could be that desktop animations drop to 60hz which is why in my case I see dropped frames. Maybe it's the combination of high res + high refresh monitor + fractional scaling all together causing this? It's really weird because no other application makes this bug occur on my system.
