Display Configuration KCM settings for my laptop's built-in screen

DESCRIPTION
Last week, I noticed that an Adaptive Backlight Modulation setting was visible
while brightness longer was in the KCM UI for my laptop's built-in screen. Even
with Adaptive Backlight Modulation set to 0 (disables ABM), there is no longer
a way to change the brightness of my laptop's screen in the KCM UI or the
Brightness & Color applet.

I'm not exactly sure why ABM became available and brightness became
unavailable. Maybe it was a driver update, maybe something else. I see that the
setting was originally added 2 months ago in
https://invent.kde.org/plasma/kscreen/-/merge_requests/486, so it seems
unlikely that the issue was caused by the original MR adding the ABM setting.
The code was most recently touched 3 weeks ago in
https://invent.kde.org/plasma/kscreen/-/merge_requests/477. It's possible that
I hadn't even tried to look at the screen brightness settings in the 3 weeks
since MR 477 until now. I tried rolling back to the commit just before the
commit from MR 477, but it did not fix the issue.

STEPS TO REPRODUCE
1. Open Display Configuration KCM (maybe you need an AMD GPU for a laptop?)
2. Verify that Adaptive Backlight Modulation is set to 0.
3. Look for screen brightness settings in the Display Configuration KCM and
Brightness & Color applet.

OBSERVED RESULT
There is no way to change screen brightness.

EXPECTED RESULT
It should be possible to change screen brightness.
