I can reproduce this weird issue:
1. The first click on a tray icon plays the "scale down" animation.
2. All subsequent fast clicks don't play it
3. Doing a click-and-hold resets this, so such that next short click plays the
animation and resets the cycle.

Non-tray icons play no animation when clicked.

This is a mess. These are all buttons; IMO they should just use standard button
semantics.
