On the DWD side, it is rather clear: For the measured current weather conditions: Different stations provide different data – like cloud coverage currently still needs a human, i.e. this data is only available if someone is around to look at the sky and automatic stations do not have it. Thus, depending on the station, some data is missing. On the forecast side: DWD offers forecasts for certain locations using MOSMIX – model-output statistics (MOS) and mixing models, i.e. mixing the DWD's ICON model and the ECMWF's IFS model output – and mixing them and correcting them based on statistics (i.e. past measurements). For instance, for a certain weather condition, the temperature is always 2 degrees warmer than forecast, i.e. it is increased by that amount. For Berlin Alexanderplatz, the problem seems to be that live measure data is not feed into the DWD such that it cannot show this temperature – however, there must be a weather station because otherwise they wouldn't able to provide MOSMIX data for it. I also do not see anything at https://wind-berlin.de/messwerte/berlinmap – thus, I assume that no hourly weather station exists. (There might be one which records the data on paper and someone takes out the roll every week or so.) In the DWD app, there is a vertical bar at the current temperature, left of it it shows only measured values (and is blank, e.g. for Alexanderplatz) and on the right the calculated ones. [Actually, I stand corrected: There is a climate / weather measurement system at Alexanderplatz; but why it doesn't count as station, I don't know: https://www.berlin.de/wetter/fotos/3959965-3959918.gallery.html?page=1 – it is not listed at https://www.dwd.de/DE/fachnutzer/landwirtschaft/appl/stationskarte/_node.html which is consistent but does not help.)
