Rule settings that are not getting applied on application launch

DESCRIPTION
I'm using "rules" to allow Citrix Remote Desktop to run in fullscreen (which is
necessary for hotkey support) while still exposing my local/native taskbar. 
And it works great!  Except that I have to manually re-apply the rule every
time I launch citrix remote desktop.

STEPS TO REPRODUCE
1. On KUbuntu, install Citrix Workspace .deb package for Version 26.01.0.150.
2. Connect a fullscreen desktop session using Citrix Workspace
3. Create rules with "force" settings shown in attachment
4. It works!  But then close Citrix and start a new Citrix session.

OBSERVED RESULT
The rules are not applied to the new session.  Changes must be made and applied
to force reapplying the session.

EXPECTED RESULT
Rules would be applied on launch.

Alternately, a workaround proving a way to re-apply all Rules to all windows
currently active would be perfectly nice, if properly catching the event of the
rule is not practical.
