when Kurve is rotated to look like this the entire rotate button is
inaccessible now

DESCRIPTION
If you hover on the widget control buttons on edit mode, the tooltip will be
shown instantaneously. Unfortunately, on some widgets like Kurve when it’s
rotated to a certain degree, the tooltip will fully cover the rotate button
making it impossible to change the rotation anymore.

This becomes annoying when you’ve already set up the widget’s setting as the
only way to change the rotation again when this happens is by deleting the
widget and do it all over again.

The fix should be just simply make the tooltip shows up after a couple of
seconds hovering it instead of instantly.

STEPS TO REPRODUCE
Rotate Kurve widget to about 30 degree like on the attachment

OBSERVED RESULT
Tooltip will obstruct the rotation button

EXPECTED RESULT
Tooltip should not show up on top of buttons
