DESCRIPTION
Hi there,

I noticed that on my system, I sometimes try to power it off or suspend it, but
instead, nothing happens. I often thought that Plasma/anything else on my
system might have a hickup and I often decided to force power it off with the
power button.
However, one day I noticed right after clicking the suspend button without
anything happening that a notification appeared that my system was successfully
updated. I remembered that the background update service on my system inhibits
power actions (visible in the power menu) and when Plasma "fails" to shutdown
my system or suspend it, I used the systemctl command directly to check and it
reported that something is inhibiting the action. Afterwards, I never thought
anymore that Plasma might be broken, but only that it doesn't show me the
reason why it currently can't perform it.

To prevent other users from experiencing the same issue, it would be great if,
when a power action is activated that is currently inhibited, a notification
(or any visual + auditory indicator) was shown explaining what component is
currently blocking it and maybe show 3 actions: 1. Cancel power action, 2.
Force power action 3. Perform power action as soon as possible 

The third item would then wait until all inhibitors are gone preventing the
power action and perform it automatically. It would probably be a good idea to
lock the screen after the user selects this item so the system doesn't stay
unlocked, potentially indefinitely.

STEPS TO REPRODUCE
1. Have an inhibiting system service running
2. Try to perform an inhibited power action
3. Observe that nothing happens

OBSERVED RESULT
Absolutely nothing happens

EXPECTED RESULT
Show the reason why nothing happens (inhibited)
