DESCRIPTION
There are ways to create virtual displays from within an already running
session, but no way seems to exist for starting a fresh KWin headless (Wayland)
session without any physical displays attached.
At least there is currently no documentation for doing that, so I assume it is
not yet doable.
An ideal implementation would require starting a headless Wayland session and
sharing the framebuffer and accepting inputs through a local socket, so that an
external tool can use that socket to provide access to the session however it
likes. Using a socket-based system will allow it to be protocol-agnostic (no
VNC or RDP support at the lower level, only streaming raw framebuffers).
The implementation should also support multiple virtual outputs with dynamic
output setting changes.
