Workaround:

mkdir -p ~/.config/systemd/user/plasma-plasmashell.service.d
cat > ~/.config/systemd/user/plasma-plasmashell.service.d/override.conf <<EOF
[Service]
Environment=QT_DISABLE_SHADER_DISK_CACHE=1
EOF
