These are background processes started by Kleopatra, GpgOL or the
Explorer plugin.  The uninstaller tries to shut them down but sometimes
this is not possible.  Thus a reboot is required.  The installer should
notify you about this.

If the installer does not show the "reboot now or later" message, that
would be a bug in the NSIS installer.
